Not all users have access to the Google Domain Admin Panel. If you are a teacher, or only use a personal Gmail account you probably do not have access. This tool is used by domain administrators to setup the G Suite domain. If you become a Google Certified Trainer, you can be given a training domain by google so that you can become familiar with all that can be done with this tool.
